in linear mode Ic is higher compared to that in saturation because in linear mode collector is at a postive potential ( >0.7V for NPN BJT)and attracts more electrons from the base while as in saturation mode collector is at 0 or negative potential and is not able to attract further electrons from the base,so Ic does not increase with increase in Ib in saturation mode
