Neither. Groundwater itself is a common pool resource. The OVERPRODUCTION of bottled water and OVERCONSUMPTION of bottled water are both resulting in the unsustainable overuse of groundwater. So the ‘unsustainable overuse of groundwater’ is the negative externality of both production and consumption of bottled water; not the groundwater itself.

Also, yes price floors can be used to target demerit goods like alcohol products in Scotland for example are subject to minimum prices to make them less affordable and hopefully curb or lower consumption. But these solutions come with a whole set of other problems like creating surpluses in markets.
