At 19:40, why does the Delta Attack activate? I know the script isn't perfect, but a full turn has passed with Sandy dead, hasn't it?

Delta Attack doesn't check whether or not Sandy is alive, only Cindy. Cindy was still up when Mindy queued up the attack, so it still fires.
