Civil engineers are supposed to check the land and certify that it is safe to build homes there. This is not CHINA or INDIA where there is rampant un regulated housing construction. We have rules and regulations and GUESS WHAT? We also pay tons of taxes to state and local government officials and agencies to police this sort of stuff.

I have a nice little house in coastal California. ( Not in LA). It’s on a FLAT piece of land. It is out of the tsunami zone so it’s not on the beach although I can hike there. It is a safe distance from the foothills of the mountains, although I have a beautiful view of them,so no slide or fire danger. It isn’t a dramatic piece of property but it is pretty and relatively safe. An earthquake could get it but that gets everyone. We looked at houses in hillside slide zones and beach zones in the area. Said nope. No way. We’ve been happy with our choice for these last 30+ years because of multiple natural disasters involving all of the above that have happened in the local area. Our house is still good.

The Answer is Landslides are caused by disturbances in the natural stability of a slope. They can accompany heavy rains or follow droughts, earthquakes, or volcanic eruptions. Mudslides develop when water rapidly accumulates in the ground and results in a surge of water-saturated rock, earth, and debris. They are a predictable phenomenon and any one who builds and sells houses knows full well when the area is not safe to build on. That information should have been disclosed to the buyers. How to stay safe when you chose a spot to build is one of the 1st things you learn in scouts.

@@thisiserich No, an organization or person would have been responsible for ensuring the area was stable before developing the area into residential properties. If liquefaction was a threat to the area then they should have either reinforced the hillsides or developed elsewhere. HOA isn't responsible for that but they may have had enough advance warning to at least help people save some of their belongings

Perhaps you shouldn’t build houses on unstable land on the edge of a hillside/cliff. I do feel bad for them but not at all surprised.

Instead of making a joke about it being called Rolling hills, I kinda wonder why the local government didn't build some sort of retaining wall or some sort of artificial mechanism to help prevent the landslide. If they surveyed the land before building, they should have at least expected the possibility for landslide risk

Am sorry that they are losing their homes BUT, land will slide if disturbed by man's actions or nature's process. Saying it another way: if you cut, fill, level the land to build upon, you might run a similar risk. It's another sign that HOAs are inneffective.

Nobody got killed! Those residents need to be thanking their lucky stars. It's an awful thing to deal with, for sure, but they were aware of the risks of those homes. It happens everywhere in CA. I was forced to leave my beautiful condo in San Diego 7 days after my first baby was born, due to sudden land subsidence. It was a horrible time. I had just refurnished and set up everything for the new baby, then suddenly I was scrambling to find a cheap rental. But when you want the home with the nice elevated views in CA, it comes with the risk of land subsidence. I have no idea why they need a geologist to determine whether it will get worse. Are they actually planning to rebuild there?? Count your lucky stars, file your insurance claims and get out.
