Not exactly. Both the US and Russia conquered it. The problem is there's no such thing and Afghan nationalism and the people won't fight for their country because the European borders and definitions do not apply to them. They are more concern3d with their respective tribes and villages than the country as a whole. The Pushtons, for example, are also located in Palistan and routinely cross the border with no recognition of the two sovereign nations. Unless you commit to total war and a everlasting occupation then its impossible to maintain an occupation there with limited resources.
