Scar, who killed his brother, tried to kill his nephew, abused his people, led his kingdom into ruin, and would have let everyone die out of stubbornness and pride, was far more evil than 53%, definitely higher than Cruella, who only kidnapped a bunch of puppies to have a fur coat made. And how is Chernabog not 100%? He's basically the devil, whose sole purpose is to cause others to suffer. Walt Disney himself said Chernabog was the most raw representation of evil far more evil than all other Disney villains. Also, Plankton was literally stated to only be 1% evil.
