I'm pretty sure that since the 1980s, we have been telling young men that approaching a woman who isn't sending "I'm available" signals is a form of sexual harassment, which discourages said men from making any approaches at all unless the woman makes it bluntly obvious that she is interested. We need to teach young men when they can and can not approach women, as opposed to telling them to assume "always no" or "always yes".
