What would be the speed at which these signals would be sent out? For receiving Morse code on wireless there are methods like Koch & Fansworth which help the learners listen and copy down letters very quickly (speeds like 15wpm and over). Can that be used in light signalling as well?

Not advisable. You need to have light signals for 1nd mates to understand better
