emulators show in task bar, it also running project, but not showing in screen. it running background and android studio ducked panel . i have try may time to reinstall but it didn't fix

It's running in the android studio panel right? there is some setting which undocks it. Need to search on internet

Yes there is also a command for accepting licenses flutter doctor --android-licenses
