But yeah complete is an absolute amazing artist, And were he says about the city of 12 he could be referencing a few different things/places so its really hard to say, as an example he could be talking about the 12 apostles witch is a rock formation of 12 pillers of stone that stand out of the southern ocean on the Victorian coast of Australia, but thats just my opinion he could literally be referencing anything or nothing but hope that helps
