Yes, they can. Compsovenator still wins with 1 crit. Lower hp ones lose anyway against this one.

I feel like compsocaulus deserves it more. Now that I think about it now that they’ve added an apex flock that means that compsoscorpius is on the table again

Or they could buff the unique that has a moveset that's worse than quite a few rares. Purrolyth, suchotator, alberto, preon, and dracorex are all significantly more cohesive than it. It's sad how pathetic the little guy is :(

Would be nice if they would do a apex hybrid with Scorpios rex gen1 and Dsungascorpios so we could get Dsungascorpios rex. It would be a combo of a shielder and dodger with some bleed damege attacks. Would have 2 new attack animations and one unique dodge animation that all utilize the new stinger.

I think the priority will not last long. It's like the one Aenocyonyx had and they took it away haha. I'm going to create them anyway to have them, but in my opinion I don't think it's worth investing in them.
