i actually thought of this before i learned about this and here's how; if energy is quantized in super-microscopic bodies yet light can carry energy in "any" possible quantity (as in a function representing it's energy would be continuous and not dependent on a natural number) - that must mean that bodies (eg. electrons) either accept only exact quantities given to them, or they pretty much "throw away the leftovers". the first option doesn't seem logical since the probability of such occurrences approaches zero. this leaves us with the second option. logically the "leftover light" wave would have a lower frequency since it gave away some of its energy. the angle effect is something less intuitive, but i think after some momentum analysis you can understand it.

why does he say that quantum theory was proposed by Einstein? wasn't it Planck who first gave the hypothesis based on black body radiation?

Akhil Ashar well Planck is certainly credited with coming up with the concept of photons but it was Einstein who used this information to produce the photoelectric equation i.e. hf= work function + max. KE
