Can you specialize in ict in college when you don't offer it in the secondary school.

I don't understand this question very well but if what you mean is if someone specialized in ICT in college when he/she did not do the subject in secondary school. The answer is YES! Anybody can move into IT at anytime if they so desire with the right mentor and tutor.
