Yes, basically. Read the book The Late Shift to learn more about the whole mess. Letterman wanted the Tonight Show, but it was handed to Leno in 1992 (Carson hated Leno too - he liked Dave). Letterman let his contract end at NBC in 1993 and switched to CBS. NBC replaced Letterman with Conan, who was a complete unknown (just a comedy writer with no performance experience). Loren Michaels was in charge of hiring a replacement and liked Conan from when he wrote at SNL.
