For anyone that doesnt know ARCRA (anomalous, retrieval, containment and research agency) or scp 4994-3 is bassicaly a better version of the foundation located in a paralell universe where earth is politically united under a single entity known as the "union state". They r more techologically advanced and the public from that earth know about all the anomalies, therefore the actions of ARCRA r generally supported by the public with ARCRA having the same mission as the scpf. The foundation and the union state have friendly relations with the union state wanting to overall help the scpf with containment. ARCRA has demonstrated the ability to contain much easier and more efficiently than the foundation. So no, ARCRA is not a bootleg, they are the upgrade. I highly suggest reading scp 4994, very interesting and underrated imo

Because it is, and no its not TC, I just decided to use the shirt and pants because it fits. @@joneryi I'd say they're neutral to most factions and whatever the Foundation is hostile to with the exception of Serpent's Hand. GOC and Foundation wouldn't agree with the idea of these guys spreading out confidential information on the paranormal. Likely neutral with SH, as the relationship would be complicated. The ARCRA are from another universe where they're the SCP Foundation themselves, so it's a little hard to explain how things might turn out between the main factions.
