I was there a few years ago and got a nice picture for a couple of bucks. The police asked me if they were bothering me and I said no. It was well controlled so I have no problem with tipping. I wouldn't stand out there all day in a stifling costume like they do. There are better ways to make a living. Goofy didn't charge me at Disney World but that is Disney taking advantage of young students.

Yep i went once and my aunt got surrounded by both batman and batgirl, they wouldnt leave us alone unless they were given money even when she wasnt even taking any pics w either of them, they just photobombed her when all she was doing was taking a selfie of herself. My uncle had to pay them, i tried telling her not to take any pics with them, when all she wanted was to take a selfie.

Yes, but only if they ask for a specific amount of money. Like saying it's $20 a photo (which the Showgirl impersonators do in Vegas). But if you say you're just out there for "tips" then it's up to the individual if they want to give you anything at all. Then Mickey or Spiderman can say, "It's a Halloween costume, I dress like this all the time". Just an FYI- This is known as "Busking" in Las Vegas and it's regulated by the Chamber of Commerce in certain areas. NY needs to do the same.
