As someone who is silver, they definetly can (though as he himself said, some of them in this video were lucky). The thing to keep in mind with these tps is that they require proper timing, doing it when they are distracted by something else and there is to much noise for them to hear you.

I am sure that we will be fixing this soon. This is a desync of the teleport animation. When you jump and teleport it shows you initiating teleport at your last location and not where the Teleport is actually being activated. In the skrim clip that is what happens
