Cong. Ruffy Biazon Interpellates Cong. Helen Tan Regarding Novel Coronavirus - Jan. 28, 2020

Representative Helen Tan (4-D, Quezon), Chair of the Committee on Public Health, delivered a privilege speech with regard to the potential public health emergency that the Philippines may have to deal with in the face of the Novel Coronavirus outbreak in China which starting to spread in other countries.
In her speech, she raised questions on the government's preparedness in dealing with such an emergency. At the end of her speech, she even called on the House to summon the Secretary of Health to appear in the House of Representatives for the Question Hour.
The Question Hour is one of the powers of the House of Representatives where a cabinet official may be called to appear during the Plenary Session of the House and take the floor to answer questions directly from members of the House.
Rep. Ruffy Biazon, author of a bill proposing the creation of a Public Health Emergency Council, interpellated Rep. Tan on the matter of government agencies' inter-operability in times of public health emergencies.
