Connecting baofeng R5 to WLN C1 and Cignus XT2

3mini radios, all uhf, all have 16channels, all 2watts

All these radios have the ability to connect to one another. You need a $10 programming cable and the free software - CHIRP. The programming software will allow you to enter in whatever frequency you desire within the UHF range (I believe 400mhz-470Mhz). As for the power outage, they all seem to have the same specs: .5 watts on low power/2 watts on high power. Another contender is the Baofeng GT-22, which is basically the same radio, albeit a bit less expensive than the WLN and Cignus.

Get the frequency of xt2 in its 16channels. Then encode in uv5r in its memory same channel 1-16
