For the breakout of selected data flows use case, what benefit is the second UPF providing? I understand that the first UPF can classify and route traffic to either the local network or the other UPF (and thus the internet), but why isn't the first UPF alone capable of just sending packets directly to the internet as well and avoiding a hop? Is it a sort of load balancing / performance reason?

I guess perhaps each UPF is only connected to certain networks so it's similar forwarding compared to the first use case... But I wonder if there are any other reasons.
