Hu Tao strongest team is this one, double hydro with Zhongli, but if u want more dmg u can search for a plunge team with Xianyun for her, but Mavuika still stronger though

Since Citlali really want to burst, and she actually want some stat for her shield, holding Cinders would solve her energy problem and let her build some ER. Xilonen on the other hand can just E N2 swap, stat doesn't matter for her since Bennet can already heal more than enough, so she can use even the jankiest Instructor set. Rotation might be a problem though.
