According to Article 248 of the Indian Constitution, the Parliament has the exclusive power to formulate laws that are related to matters that have not been enumerated in the Concurrent List and State List. This power is the residual power.

Yes,India is a federal country bcz there is a distribution of power between union and there respective states. And they have theirs own separate powers. But some situations union gets more powerful if states machineries gets failed due to some reasons like emergency, but still our country is a federal country.😊

India isn't a perfect federal country like the USA. There're some features of federalism Indian states have n at the same time some features are missing of the federalism, that's why. N there has been mentioned in our constitution that "India is union of states"
