Police and security cars indeed are usual good. Probably someone else stole already the nice stuff out of them. Don't spend another point in lockpicking. Use it for something else. Just try to get few timed charges for the safes you can't pick yet. Eventually your action skill will be raised so you can pick them as well. Also maybe check for the Bobby pin recipe if you could craft them. Once you can craft them, just autopick. Update: I knew why I watch everything, good choice on the recipe 😊

IIRC correctly, the Gen Set will accept all engines... (hence the aviation enigne frees up a compact engine for other uses). I thought you also had an engine stashed outside the car lot in something.
