Well, the river is not flowing right now. Maybe they have a really long dry season when they don't expect rain for several months. Here in the United States we might get rain anytime of the year, so when we build a road like this around a bridge so we can fix the bridge we have to also install big culvert pipes to allow the river to continue to flow while the bridge is getting fixed.

Their dry season is from about November to March, so maybe it's during that time and they don't expect any rain for quite a while.
