Only reason I can think of that they were hoarding kegs was to send off their boat when they get off, it's usually what I do at the end of my sail.. I used to just set it on fire and watch it go into the sunset playing sad music but now i just line up all the kegs along the entire length and width of the boat and set off a chain reaction.. Plus i don't really care about the loot that much i just like the pvp side of ship warfare
