Doesn't a variable solenoid valve indicate that it's controlled by current?.

Yes. In most cases.

how do we determine input and output of a control loop? what would be the input and output of this process?

The input would be your Setpoint combined with the signal back from the Sensor. Output would be the signal to the Final Actuator (motor, valve, heater).
