If you're using native Kit forms to register people for the webinar, then goto that form/landing page > Settings > Incentive and there you'll see the ability to send an email right away. The other way would be to tag a subscriber when they sign up (via native form or some integration like Zapier or GotoWebinar) and then using that tag as a trigger in a Visual Automation that then passes them into a sequence with your email in it.
