Unlike the other NPC characters which serves no purpose in gameplay, those cookies are part of a Cookie’s skill already so they’re in some gameplay and they don’t individually need to be their own Cookies. Imagine if all 4 of Rose Cookie’s dancers became Cookies, what’d they do, dance with Cookie in their perspective or something?
