We used to see them on camp Pendleton. They respond to your voice and thoughts. I used to curse at them because my cousin thought that they go away immediately. If they are the same thing which I don't think they are because I agree with you that they are probably some sort of government technology, They will become large fireballs that about 20 feet off the ground or about 12 feet high.
