I know technically the criminal is liable, but they almost-never have money/assets to go after + suing someone costs money. Do police agencies cover the damage when they have to go in your house to get someone & end up shooting or otherwise tearing things up? Does your homeowners insurance cover it, then seek their own remedies later? These are important questions before "gasoline & a match" or "a couple frags & a bulldozer" Also, who pays to put you & your family up in similar accommodations while the repairs or rebuild is happening?

I grew up in Sparks, even after we moved, we would visit frequently because we still had a lot of family there. It was never, ever dangerous. Us kids would play hide & go seek in the dark using a multi-block perimeter, as long as we kept the parent on duty updated with our movements, they didn’t care. This is why when I get pulled over I turn the cab lights on, roll all the windows down, turn the vehicle off, and put my hands on the wheel. You'd be surprised how much more relaxed cops are when they aren't nervous about being lead injected. When they're relaxed they're more likely to let you off with a warning and they're also less likely to make mistakes.

When I got pulled over I did the same thing. The officer was a really nice guy who just gave me a warning and we told each other to have a great day. I also thanked him for his service. Also, when I go through the Border Patrol checkpoints when I travel, I roll down all my windows and keep my hands on the steering wheel. I've never had any problems.
