I think this guy's mainly talking shit. So far, his attacks haven't been tactical or impressive. His main feat has been remaining at large so far. If he were going to do any of this, he would have done it. You don't talk about things you're going to do, or give warnings, allowing your advesary to prepare, you attack without warning with the element of surprise. So far, he killed an ex-captain's daughter and some cops at an intersection not even paying attention.
