You attack the wrong people, big suppliers should start asking documents when an individual is buying more than what is required for an individual consumptions. Those people don’t steal those liquor, they buy them from suppliers and everyone knows about that. The system is so corrupt and the law enforcement officials are attacking the small businesses instead of stopping the suppliers to stop selling to un licensed customers.
