What you are hearing and seeing is the toxic asian elderly culture, the old man clearly trying to bargain his way out of the citation, it is a common thing to bargain in asian culture, but it gets worst when you have elderly asians who have the elder entitled mindset, they will do things as you all see in this video back in asia countries, unfortunately, old man fail to understand he is not in Vietnam, what he do to bargain his way out of police encounter in Vietnam do not have the same results here in America, not all the asians are taught to put hands on cops, only the entitled/ignorant one do that, not all the asiam elderly are toxic, but they exist as you all see🤷♂️

That old man barely tapped him to get his attention due to language barrier and him trying to explain it to that officer. It was only a traffic citation after the fact of an accident. There was no need for that level of force. Just stupidity and hot headed for that cop. Great way to lose your job and/or go to jail.

I don't think it's racist, because there's no evidences of such. However, he's just stupid and not fit for the job, because 1. Current police training has too much emphases on violent, but I'm assuming all the training add a little preface when you should use it. 2. Lack of judgement, you don't apply the same level of force on a 73 years old man vs a 30 years old man 3. Lack of self control / anger management. Being a police officer means you must compose yourself in dealing with the public. I don't think this police officer should keep his job. I think he would do the same if it was a 73 years old white man.

People tend to die when you slam a person's skill into the ground. Particularly when it is a hard, paved, poured surface. It has not a thing to do with age. There might be missed understanding between communication. The 70yrs old man thought by signing the ticket would made him at fault that’s why he refused signing the ticket. There was language barrier among them and officers were trained to handled professionalism in a civilized way. No needed to use excessive forces on noncriminal cases. cops are served to protected the public not abusing the power in uniform.

I retired in ‘97 w/30 yrs and we were mandated to arrest someone who refused to sign the citation. That said I never had to arrest anyone after explaining the law to them. I’m now a 78 y/o grandpa and it was pretty shocking to watch that officer put that old man down that way.

No one needs to sign the citation on the spot. They are given citation and on the back it gives the option to plead your case and return the ticket to the court. Do not need to sign on the spot of the citation.

I was a police officer in Washington DC for almost 30 years and some people don't want to sign the tickets, and we write "refused" on the ticket and hand it to the person and done with it. What a waste of time arguing over whether they want to sign or not 🧐

This was a ticket issued after an accident. The officer did not witness a violation and only issued a ticket based on what he believes happen in that intersection during the accident. He didn't need to sign that ticket, just submitted it with the police report and issue him a summons to appear in traffic court. This is not the same as getting pulled over and ticketed for a traffic violation witnessed by that cop. That cops an idiot.

I think I understand. The intersection has enough room for two cars to pull up bumper to bumper waiting for their turns. His was the third car - he couldn't line up bumper to bumper because that would block the turning lane between the second car and his. The accident likely occurred at this time because he didn't move forward to block the turning lane. He was just a courteous driver.

The whole reason the old man was getting frustrated was that the cop didn't listen to him. The old guy kept saying the woman hit them/their car which likely caused/forced the supposed u-turn. They didn't know why they were getting a citation when it seemed they were the victim in the accident.

While there are many healthy and robust seventy year olds, this man was ,clearly frail . Also I think ,from watching other videos, that many police officers just don't discern between the natural impulse to touch ,in order to gain attention, and physical assault. Also, as has been stated, there is clearly a language and cultural barrier here. Sad and difficult to watch and, while I recognize that policing is stressful and difficult, people skills and emotional intelligence and maturity are ,surely key features of the job.

This officer may have believed that he was justified “on paper” to use force, but in reality, given the totality the circumstances, it was completely not appropriate. My guess is that the officer will be fired and charged. It’s sad because up until that part, he seem to be handling it pretty well and professionally. In today’s time and age, it’s still unfortunate to see officers not using their thought process properly. Yes, the old guy became slightly verbally aggressive, and may have touched the officer, but the whole situation, especially given that this is a ticket for an accident did not justify that level of force being used. No department, court and society will not stand for it. Edit: one more thing that does not work in the officers favor is that there clearly appeared to be a language issue which requires even more time and patience.

I'm former full time LEO in Oklahoma for several years (not OKC) in a city of appx. 30,000 pop. A LT whom I worked under said those very words to me when I first started. "It's not always the letter of the law but the spirit of the law." That stuck with me throughout my career and was the baseline of my decision almost every time I exercised officer discretion. To offer some balanced perspective, I can verify that in our state we are trained very well in many areas including deescalation, however, during a traffic stop or any contact that may warrant the issue of a citation, we are trained in a mostly cut-and-dried format of bringing the situation to a safe close as reasonably quickly as possible. However, I am not defending this officer on those grounds. During our basic academy known as CLEET (Council on Law Enforcement Training and Education), they touch on mental health, differing cultures, language barriers, etc. Even if this man had been born and raised in Oklahoma, the officer's actions were unquestionably excessive. Yes, he was well within the scope of his authority to arrest the man on the spot. In fact, he had no choice. ANY offense in Oklahoma, traffic or otherwise, is "arrestable." Our citations actually state that you are being "arrested." Then it explains what you said about the signature merely being a promise to appear, which is a courtesy extended so that people don't have to go straight to jail to wait on the judge. And realistically, we can't hook up every single person we contact and give citations to. Most people lack the knowledge of this fact. My opinion is that this officer, who I have never met, should at a minimum be disciplined severely and be required to complete additional training. If this isn't his first notable incident of this nature, termination is probably in order and he is open to civil liability for the injuries and possible criminal prosecution. It's a long shot but hopefully it was a gross lapse of reason and not in his character. Maybe all involved can remedy the day amongst themselves and move on but we will see.

Probably the cop wanted to prove he was tough, but to older people and weaker than him, that proves he is strong on the outside but weak in the inside. The community should not trust his judgment and must strip his power as a police officer i.e. he should get another job that does not require professionalism.

Great analysis and explanations. You guys nailed it. I've seen this many times when departments hire someone that only has minimal educational requirements, no real life experiences or at best only local experience and no real life responsibilities. Person has lived at mom's & dad's house. Now he turns 21yo, family member got him/her hired on the department and now they can carry a badge and gun. Their ego is inflated with their character, then the John Wayne syndrome starts to appear. Problems develop and before you know it, that ofcr. is called in on the carpet along with some of his/her cohorts. This vid sickened me. Hopefully a cover-up will be avoided.

Not signing a ticket/citation should not be an arrestable offense. Period. What should be instead is that there should be an area on the citation that the officer can note that the citizen refused to sign and that will reflect on the citizen negatively in court.

I live in Oklahoma City. Please remember that this Cop is the exception. Most of our Officer's would *NOT* act like that POS. Especially our Deputy Sheriff's. What that cop did is unexcusable.

In another channel's analysis video of the incident there was more footage of the officer bodycam, it which showed that the other driver who was given the citation but wasn't asked to sign it.

That was absolutely disgusting. Overreaction and clearly excessive force. This guy should not be on the job and in prison. The old guy appeared to have some type of diminished mental health. Agitation is a symptom of dementia. He was obviously frail. This clown ragged doll him. Guys like this give police a bad reputation.

I knew of an elderly guy that had police at his house for a minor service call and as they were leaving he slapped one of the officers on the back and said thanks for coming by and the officer whirled around and threw him to the ground with the admonishment "dont ever touch an officer" . He never made a complaint like so many brainwashed citizens ,he was pro police. Tactically sound, well trained cops don't do this, but they are in the minority.

Back in the early 70s I was going through infantry training in Camp Pendleton, Marines, and I found out L.A. police were being trained on how we took control of hostile villages and such, the birth of SWAT and the treating of citizens like hostiles I believe.

This officer decided to cite the victim driver after she was crashed into and then lose his temper and slamming71-year-old one man on the ground. if you live in OKC, you would know the crime that is happening here this was never a big deal. Officer was definitely not a goon deserves to be in jail.
