Depends on what you mean by 'all' - I think his definition of 'all' differs a bit from hers. Love might have been enough for her, she seemed like she could get by, and she definitely knows how to take care of herself, but I don't think it would've been enough for him. I mean, we know he can learn to make do if he had to as he did after the Rebellion, but he wouldn't be satisfied with having to make do. I don't know if she ever made do with her lot in life while thinking 'I deserve more' (though that is a standard for everyone in District 12, Covey or otherwise, they deserve more than what they were handed), but he definitely would never let go of what he felt he deserved and his definition of 'more' and 'what I deserve' would definitely differ from hers.

Makes me think a bit of Jason and Medea - they had love but it got ruined by his ambition. Yes it was shared blame and yes she made her own terrible decisions but it rooted from his ambition, he knew what she was capable off and he thought it would be a good idea to act as if they were never married and that she should grateful that he's marrying someone else because they he'd be able to keep her on as his mistress and provide for her children and to act like he did her more favours than she did him because even though most of his success was due to her and even though she left her home and risked everything to be with him he apparently did her a favour by taking her away from her 'barbaric' country and brining her to actual civilisation and acting like their being married both in the eyes of the law and in the eye of the gods means nothing. My point is they may have worked, they may have had a chance to build a life together, but he couldn't let go of his ambitions and refused to settle for anything less than a kingdom, and in spite of that is the one yelling "after everything I've done for you" at her.
