You have touched on the very sensitive area of demands made ON politicians to help their constituents. Unfortunately, in a number of cases these requests for assistance are genuine. Unfortunately over the years a pernicious type of mendacancy has been encouraged. This is bad for the country since it provides an opportunity for rampant misuse of public funds and corruption. Ideally representatives of the people, need to be able to provide developmental programmes to assist their constituents. The problem here is, that in developing countries funds are often very scarce. So scarce, that every area/or county/ or parish cannot possibly be given the necessary funds to solve the problems in the constituencies. It becomes a matter of who needs it most. This type of social reconstruction is best carried out by competent state agencies. Definitely not by individual politicians. Stamping out corruption calls for a whole new approach to how state resources are distributed. It will not be easy!

Kaka if I may say something at this point of time, stealing is a crime. When you commit a crime several times then it is a crime with passion and it's a very serious offence. Secondly the elected members of Parliament usually attend most fund raising on weekends not daily, but what I assume is that they mostly part with cash on daily basis in form of handouts.
