Katy is a minor and thus under her parent's control. Unless there was any abuse there is nothing the police can/would do.

It's very unusual for such a young lady to be dating a man so much older than her but it does happen. I actually know of a case where a 17 year old girl was going out with a 33 year old man with the full approval of her parents. It seems a bit weird but then again someone old enough to drive a car on the roads can hardly be considered a child. I think perhaps this father overreacted to a relationship he disapproved of. I would have said no to it but not gone so much out of the way to prevent it.

In the eyes of the law, a relationship between two people aged 16 and 35 is illegal. Nevertheless, as Katy stated nobody would care if she were 30. However, that was not the case during this storyline, hence Tommy, Angela, and some of their neighbours overreacting.
