Just number every occurrence that isn't a repeat and there you have it

I'm confused of why you can simply just skip the repeats since their are infinitely many, such as 1/2 and 2/4. Is their any formula creating it?

From what I believe, 1/2 and 2/4 are the same number so it isn't meaningful to count them separately The table contained all the fully reduced forms of all rationals, and also their infinite non-fully-reduced forms which are just repeats and aren't discrete rational numbers but just other names for the fully reduced ones
