I am sure some poor families will find fee of $20 hard to pay but at the same time Indian government has said that all Gurudawar Baba Nanak Yatries must have a passport before they can visit Gurudawara Baba Nanak. This condition is not imposed by Pakistan government. All you need at the immigration on Pakistani side is some sort of identification which could be a passport, a udhar card which all Indian citizens have or even a driving licence. Not all poor families have a passport which costs more than $20 then why Indian government insists on it? Or, better still, why doesn't Modi Sarkar give this passport free of charge to those who can not afford passport fee? Its easy to blame others.
