Hon. Tinkansmire doesnt it know that it is the role of the parliament to hold govt entities accountable. So it should start with them

Unfortunately you miss understand the one thing about parliament: They do not have implementation mandate. In most cases they do their jobs en provide the executive with recommendations to implement only for the executive to work otherwise. Yes they themselves suffer from corruption as parliament but it is still the executive to enforce those anti corruption laws through police/ CID, IGG, Attorney general etc.
