I am a collector too and collect Toystory figures like Buzz and Woody The best figures in quallity are made by Thinkway toys. The number 2 is Mattel. Last place is Hasbro.,because its plastic discolored in the course of time and the build quality is moderate. On the contrary is that they are priced the cheapest

I had a 6 inch version of this figure years ago that I weathered and damaged like yours, but I painted the face grey to make it look like it was a dummy/mannequin inside a display in a Star Command museum. Like “This suit belonged to the legendary, late, great Buzz Lightyear.”
