Hay bala! Bruce Sannino the other Louisiana expat here. I'm glad you touched on cistern systems. Throughout Appalachia cisterns are in wide spread use and in West Virginia at least are allowed for new construction and retro fit. I wonder if there's not some way to wiggle around the CR prohibition. We're getting closer to getting the house sold, the buyers loan has been approved and his bank is sending an appraiser here tomorrow morning. We'll see, and if all goes well we expect to see sooner than later.

Although the law says...you can't use artisan wells...do NOT let that concern you. A ton of Costa Ricans run hoses in the rivers, wells...and anywhere they can get water. It's a normal part of living in Costa Rica. As long as you do NOT make yourself a TARGET, then the gov't will not bother you. At least now...the gov't is saying if you have an artisan well, you can use it...and it is still difficult because of the new regulation...but it is possible and will become easier in time. For now...if you have difficulties...get a water letter because you will use the water provided by the gov't or some other means and after you build...THEN use the CLEAN water from the artisan well after the fact.

The water in Esterillos is very bad. So knowing the quality of the water is important also. Allen did you mention someone that makes there own concrete blocks for retaining walls? On site.

They are not making it harder...IT HAS ALWAYS been this way. Just that nobody told you this stuff. But...in reality, because you do NOT need to register an artisan well, and wait for a concession to use the water...it is easier now...but because the law is NEW and each of the local governments can't get their act straight...because they all are trying to do their own thing...then it takes time. Just know the law and they have to follow it...but it might take time.

@@JM-wp7te Costa Rica Gov't does things differently. But...they can't ENFORCE IT.... So I used the water from the river...and EVERYONE who lives out here does the same. It happens all over Costa Rica...but the key thing is CR owns it and if YOU piss them off...they can come and force you to pay. Play nice and you should NOT have any problems.
