Yes they can guide you but financially they will not.

do they set standards for the apartment, like say a bedsitter,a self-contained etc and are they the ones who select a housed for you?

It depends with companies and some have contracts with some apartments. But after you get there you are free to look for your own if you need to change

Personally i have never encountered racism. The people are more friendly and welcoming.
