You’re mixed up on your background on the rings. Peter Jacksons films make it seem like the rings were forged for each race intentionally. In the text, Sauron forges all 16 of the 7 and 9 for the elves originally. After finding the rings ineffective at dominating the elves he sacks Eregion, steals back the rings, then tortures and kills celebrimbor in an attempt to find the 3. He gives 7 to dwarves, and some to men. The dwarves too are resistant to the rings domination so he sets out to take their rings back. Some are destroyed by dragon fire, some reclaimed. He eventually is able to reclaim enough rings to have ensnared the 9. Even by the time of the hobbit he’s still going after Thror’s ring. They were double regifts by the time they made it into the hands of men, not intended for them.

Saruman would be the most likely contender as, like Sauron, he was a follower of Aulë. Indeed he may actually have done so as he describes himself as a ring-maker in LotR and Gandalf notices a ring on his finger. It probably wasn't very powerful though.

I wonder if Saruman was able to feel the destruction of the One Ring. Like the three elven rings, the ring he made would have been tied to the fate of the One, and whatever power he imbued to his ring would have been lost when the One was unmade in Mount Doom.

@@katherinegraham3803 I don't agree that a ring made by Saruman would necessarily be tied to the One. As a Maia and former associate of Aulë the Smith (like Sauron) he could have taught himself to make magical rings from scratch. The Rings of Power were tied to the One because they were made using Sauron's ring-craft but a ring made by Saruman alone would have no connection with Sauron. Of course Saruman was far less powerful and skilled than Sauron so his ring was probably pretty puny.

Saruman's ring was probably half-baked and ineffective. He wears it as a way to openly show off to Gandalf. But if Saruman's ring was any good, then he wouldn't still desire the original One Ring. Saruman's skill in ring making was inferior to others. Probably worse than Elves and Sauron. It's why Saruman was greedy for knowledge on ring making.

But my impression is that he spent years studying everything there was to know about the Rings of Power, so it's more likely his own ring used techniques he "backwards engineered" from Sauron. In any case, I hope his ring DID lose power with the destruction of The One because he is a big stinky jerk face who absolutely deserved the spiritual kick in the pants. 😄

Aulë is the natural best selection for who could create new RoP. His combination of utter mastery in creation of objects and seemingly inability to understand the consequences of his creations until whatever he was focused on is actually created, makes him an ideal candidate. Likewise, Aulë would likely take on new Mayar to replace those who strayed. These Mayar could likewise either have a predisposition to wanting power and thus seeking the Valar who have inadvertently trained some of the most powerful usurpers of Middle Earth or his Mayar simple being more susceptible to being turned to power hungry SOBs.

Tolkien mythology is a story of fall. Over time, there is a fall in power, wisdom and skill, weakening, decrease and loss of competence. After Celebrimbor's death, there was no one left who had the knowledge of the rings of power and was competent to put it into practice in terms of skill. That's why no more power rings could be made. Even though it was desired because the rings of power were connected to the One Ring and Sauron's real intention was revealed, there may not have been anyone willing to do this with this teaching (even if there was someone with this competence and Celebrimbor had not died).

Eru Ilúvatar (the "god" of Middle Earth) controls fate, chance, and probability. Eru wanted the rings gone. Any attempt to make more rings would result in failure and probably disaster for the being attempting it. Why? Because Eru doesn't allow it. Nothing gets done without his oversight. Some Dwarves try to make a new ring? Suddenly the mountain "randomly" collapses during the forging process and kills the Dwarves. It's Eru. Elves trying to forge a new ring? During the forging process, the magical formula backfires and the half finished ring explodes, and kills all the nearby elves. That's Eru. Numenorians or Gondorians trying to forge more rings? Suddenly a massive tidal wave sinks Numenor. Or a huge Earth quake destroys Gondor's capital city. Eru manipulated events so that the One Ring was destroyed. After that, he would never allow anymore rings to be made. And even before that, Eru would not allow any additional rings (variables) to be crafted. He didn't want any new rings to mess up his plans for Middle Earth. And that plan was for magic to slowly disappear from Middle Earth, all magical creatures to fade or leave the lands, and for Humans to control Middle Earth. Eru didn't want humanity to have magic in later ages. That's why magic fades away.

Mount Doom was created by Melkor during his fights withe the Valar at the beginning of Arda. It contains the powerful malice of its creator.

It's seems like whoever crafts new rings needs to be powerful enough to also sacrifice a portion of their soul or innate power to craft a ring. That's probably the big secret. So only the strongest Elves, Maiar beings like Gandalf/Saruman, and beings like Sauron could do it. Humans and Dwarves don't have any innate magical power. They have skill, but no innate magical power to sacrifice in the ritual. Elves could probably do it since they live for thousands of Years before fading, and are Immortal in Valinor. Imagine the minimum requirement to Forge a lesser ring is sacrificing 1000 years of lifespan? To an Elf that's doable. To everyone else like humans? Nope. They don't have the "juice" to do it.

The ultimate question is COULD it be done? One of the things that has happened over the Ages is the waning of the power of Magick itself. So would the root and support structure of such rings be sufficient to support the powers that they would have commanded in the earlier ages?

Well...in the Third Age, there's still enough magic left in the world to still be able to "Destroy" the original One Ring. So it's possibly debatable if more rings could be made. However, The Third Age is probably the absolute limit of making the attempt to forge more rings. The Magic left in the world is probably the barest minimum requirements. And every day they wait, magic grows weaker. Like a balloon that's slowly deflating and losing helium. It can still float in the air, but the balloon is getting weaker and gradually falling. Eventually the balloon will fall the ground and there won't be enough Helium (magic) to make it float anymore (attempt to do the ritual to make more rings of power). Imagine if they waited until the 4th or 5th age to try to destroy the One Ring. The magic required to destroy the One ring probably wouldn't exist anymore. And Sauron would be unstoppable. All magic that would be left in the world would be items or beings that innately generate their own magic. All "ambient" magic in the air and world would be gone.

@@TheBigExclusive I don't think Sauron would have been unstoppable since the infrastrucuture that supported Magic, and therefore, his powers, even with the ONe Ring, was gradually disappearing, they would take his powers with them. Also, when Iluvitar changed the shap of the World, he probably would have dragged Sauron out of itm maybe depositiing him in Valinor which was no taken out of the Circles of the Wrold

i don't really think that magic "fades" as if it was ameasurable thing. Simply the people who knew how to use magic have left middle earth, like the elves or the wizards. But we know that men are capable of magic, like Isildur, who cursed the men of dunharrow and we know that some of the nazgul were sorcerers when they were men.

It was done by Saruman. His ring of power was far less powerful than those of the Elves, and maybe those of the men and dwarves as well. Still, someone with this level of knowledge and power could make more rings of power. It is unlikely any could make ring of power as powerful as the originals since none have this level of craftsmanship in Middle Earth.

I think it's quite clear that functional rings of power could not be made after the end of the Third Age. The method by which they tapped into the power of Arda was so intertwined that the wielder of the One Ring was able to control the wielders of the others and the destruction of the One Ring rendered the Three impotent. That source of power is no longer accessible after the Third Age, even if new rings were to be made. The question that comes to my mind from all of the above is what would have happened to Sauron and the One Ring in the Second Age had the elves had the humility to instead of hiding the Three from Sauron, chosen to destroy the Three?

I think it can be done but from different hands. The dwarves bring the craft and possibly the blue wizards for their magic. Combined i think they could pull it off uncorrupted. They were largely outside of saurons sphere of influence. Radagast may have the power but he wouldn't want to

After the destruction of the One Ring, I don't think there was enough magic in the world to make a ring of power of any significance. However, Saruman could and did make his own ring of power. Being a follower of Aule and a dedicated student to ring lore, Saruman definitely had the means and ability to craft a ring of power. Though I would guess his ring, being likely his first attempt was less powerful than the 3 elven rings

In one of mine tRPG campaign with The One Ring rpg I had made Saruman, the ring maker, forge few Lesser Rings too, as essay and foreshadowing the ring he will have in the book. Some of the Players'heroes now have those rings while making some task for the 'still' white Wizard

I am late to this but the two groups that made the rings are Sauron and Celebrimbor (and his smiths). Also we know that Saruman was trying to make a ring of power (and might have made something equivalent to a lesser ring). I would say anyone can make a ring with the right materials but knowledge is necessary possibly all Ainur have it or it comes from Aulë.

Maybe Tom Bombadil (if he can be convinced/ talked into helping with the magic side of things) supported by a master Dwarven smith (Narvi the next) who does the actual crafting (creating the required alloy). Both would still be around for quite some time. And for a short while at least, if not Tom Bombadil then Cirdan would probably also have a good understanding. I mean building magical ships and marvelous buildings for 10.000 - 70.000 years certainly makes you somewhat knowledgeable and skilled in crafting.

i think the crux of it is power from the earth. the elven rings sustained, but still the power was still of earth. Gandalf his power (and the ring sustained) was from the hidden fire, so from a non earthly source, not of himself, but of Illuvitar. this holds with all powers in middle earth, is it of self or Illuvitar. makes sense with Tolkien's belief system too. the other thing, there was nobody skilled enough to make them, left in middle earth

More could have been made up to a certain point, but they would need some anchor to the magic of the world like Sauron. The problem is that magic was slowly diminishing with time and I don't believe that there was another entity powerful enough to serve this purpose. I believe that if Saruman was in his original miar form, and completed his knowledge of ring lore, that by the time of the LotR, he could have indeed made a fairly powerful preservation ring if he poured his essence into it like Sauron did, but I don't believe it would have been even half as potent as the one ring. Sauron was on another level.

Just my guess/ two cents: Magic is often about symbolism. Since antiquity (Egyptians, Romans ...) people already linked rings (esp. wedding rings) with both eternity and persistence. And on the other hand, multiple rings form a chain. Which is maybe even a wanted ambiguity by Annatar/ Sauron: He could explain to Celebrimbor that it's rings because a wearer becomes wedded to the magic that resides in the ring while from his own perspective, the rings would form a chain linked to his master ring.
