For other better relationship countries with the Philippines there are Israel and Japan. For Israel, because Philippines protected a number of Jews during WW2, Filipinos can go there visa free. Also Israel has been one of the sources of Philippine military assets like missiles. Japanese has been the top 3 foreign visitors in the Philippines last year also Japan is one of the largest infrastructure and economical investors in the country. The largest budget infrastructure projects of the Philippines, the Metro Subway and North South Railway are from the low interest loans from Japan.

Note that Malaysia was formerly a British colony where a British company leased the property (now Sabah) from the Sulatanate of Sulu. In fact, Malaysia was paying annual rent to the Sultanate of Sulu after it was granted independence by the British. The question now is how can a lessee turn over the leased property to another party other than the Lessor?
