What I think is that the Arabian countries produce oil rather than refining it, they sell the oil they produce to the countries that have proper refineries setup

It depends on what you wanna do there. In general, there are quite a lot of pharma opportunities in Italy, and within regulations and a little in oil and gas as well. But at the same time, the language barrier may be a bit difficult to overcome and having to find an English job may reduce the pool by a bit.
