Courier Companies Cash on Delivery Issue - What's the Solution | Local eCommerce in Pakistan

In Pakistan Local eCommerce, We See both sellers and buyers are doing drama with each other!
When Sheikh Sab or Phopo Je place orders from Random Instagram or Facebook ads they like but after giving confirmation and few hours later they change their mind but the seller has already dispatched the order after receiving confirmation over the phone.
When the delivery company brings the order, they are told that they are no longer interested because “papa gher per nahe hain or humain nahe chahaye ab order”
The only party wins and that is “Courier Company” which charges the seller for the returned item.
In Pakistan Return Ratio is around 20 to 25% as an average whereas in U.S around 1-3% and the real problem is Cash on Delivery!
The only way forward is credit / debit card transaction to secure both parties but who can fix this!

Courier service is one of the factor of return of products , but we need to build strong customer support team for decrease return rate , card payment is only 5% on total e-commerce, mostly in Punjab and kpk there is no proper address.
