By the time we reach Deuteronomy, the next generation of Israelites have grown up and now it's their turn to trust God and enter the Promised Land. While they're waiting in the plains of Moab, on the doorstep of their new home, Moses presents God's covenant promises to them.
The people still need God's commitment, they still need to be committed to God in return, they still need God's presence, power, and protection, and they still need God's leadership as their Great King.
However, things have changed. They won't be a wandering people roaming the wilderness anymore. They will have a land, neighbors, cities and towns, new economies and leadership structures, and these changes are reflected in some of the ways Deuteronomy develops the laws given in Exodus and Leviticus.
What we see is that God is committed to the next generation, His absolutes haven't changed, but because of their new context, the people's commitment to Yahweh will look different than their parents' did.
Today, followers of Jesus are challenged to create space for the next generations, knowing that God's committed to them, his absolutes have not changed, but it will look differently for them than it has for prior generations.
