Like how do you not understand that if you took your child or any minor in your care to a mental facility and this happened and you also chose to leave the child behind that you would be in cuffs in by the end of the day charged with child abandonment and neglect and probably all types of other charges endangering the welfare of a child, abuse, etc!!! He didn't go too far before he called his superior to advise him of what happened, and immediately returned when told to by his superior, so that the transfer could be made... by FORCING the mental health professional who was supposed to intake him to do her job. She obviously had an attitude when he came back to have her speak to his superior, so that his superior could rake her over the coals, because she came out, took one look, and turned immediately around without one word to him.

The cop guy went beyond the call of duty to lecture and tell the old lady worker that *THEY MUST FOLLOW the Court Order.**The stupid female worker's excuse was that they don't have enough people or proper managers to supervise. Unfortunately this mental health hospital's workplace policy suked badly since it's not the cops job to triage the kid. It was the mental health workers and once handed a *lawfully Court Order document* then it must be *ENFORCED PERIOD.**Hospital policies does not override the land of the law.**It's like having a McDonald's Manager telling a cop that the cop cannot arrest a bad McDonald's employee who just threw hot coffee at the cop due to cop hating.*The Cop legally will have the power to arrest the bad employee PERIOD.**Only difference between my example and the one in this video is that the Judge is the one calling the shots; not the cop or the mental health workers.* Mental health workers fked up.

@@coolgamers2794 OK. Lets say it's a prisoner transfer. The cop would still have a delivery order. He gets to the new facility and the Janitor comes to the door. He says, the intake officer is out at the moment, and he will have to wait. Should he leave the prisoner free at the door? Should he hand him over to the janitor? These people have a chain of custody. If a nurse is not trained or qualified by the institution to accept patients, then she is no different than the jailhouse janitor. Someone must be in custody of the minor at all times. He can't just put the kid in and leave even if he's inside the facility. He would still be the custodian of the kid until he is admitted.

@@dedwardskbd That is the stupidest example ever. No janitor are allowed to open the gates for prison transfer with exceptions of proper direction from guard staff. It's always other prison guards or contracted security officers who will be at the main gates to greet all people. Even if it was a janitor available; the janitor would have to call for a official to open the gates. There is no way any Prison will allow a bus full of convicts to idle freely so the prison guards aren't stupid with how these mental health workers handled this case. In the case for this cop; it was the *Judge* who supersedes the authority of both the cops and mental health worker. It don't matter if the mental health workers don't know how to do their job; they need to execute the *Judge's Order* or that is *obstruction of justice* and the mental health staffs can go to prison for it. The cop guy did his job and that was to deliver the order. Cop is done with his job once he phoned and showed the *Judges Order* to the hospital staff.

I’ve seen a lot of people in the same space you are, & they never thought it could get better…and they’re doing really good now. I’ll be with you the entire time okay? We’ll get you checked in. Make you a warm mug of milo. The nurses are great and will settle you in”. The nurse should have said “hey darling, welcome. You’re safe now. Are you cold? Do you want a blanket? A warm drink? Have you eaten?”. Instead. He got this. Yes we need to focus on the individual police & nurse. But please investigate the hell out of the systemic failures which transpired here. This goes right up the tree, in the police department, in the MH facility. Strength, love, recovery to this boy. I’m living proof that you can make it, & so are countless others in the comment. They happen when they happen. This is of no fault of the boys. This medical facility should have been better staffed and prepared for any and all incoming patients at any hour. With that being said, the police shouldn't have just left him there in their lobby either. This boy was suffering a mental health crisis and shouldn't have been left alone, period. Let alone abandoned. The ball was dropped by both parties but the obligation to the boy ultimately falls on the health facility.

For those who want an update: internal affairs did an investigation and concluded the officer "acted in good faith" the officer also claimed that he only got in his car and drove out of sight from front door, but he never actually left the premises so he didn't "technically" abandon child. I could not find any information on the child or their current wellbeing, only that they were 16 at the time of this video. Because they were a minor, their identity was not made public.

What she did was completely wrong. But as a parent of a child with complex behavioral issues, I can totally see how people can get to where they feel like they have no other choice. Pediatric mental health is GROSSLY underfunded and parents are left in situations with mentally ill children that sometimes are a threat to the entire family and there’s just no help available. Imagine being told that if you “drop off” your violent child who has been making threats against siblings and parents, you’ll be charged with child abandonment. At the same time, if that child for whom you can get no help, hurts any of his/her siblings, you will lose custody of the other children for not providing them a safe environment. If happens, every day, in the US.

Update: I rewatched the beginning of the video. #1 If any parent would have done this, that cop would have been called to arrest them for abandonment. #2 It can take days or even a week for a bed to open up. Then you need to make sure it is the right one. Not a literal bed but a place in the program, a.k.a. a bed. These aren't shelters where you stick people for the night where ever you can fit them. Some have them by gender or age or issue. A chair in a waiting room is NOT an option. #3 Even here we have to go through the ER. All states have that process as far as I am aware. Last time we did so we were in the room with another juvenile who had been brought there by cops and was waiting (by herself) till a bed opened up somewhere. They are not taken straight to a facility. There are evaluations, paperwork, tests. ‐------------------------ I am in tears watching this video. @Clairez EXACTLY! Have been in that situation. Bought back all the super hard feelings of the first time we had to use short term residential. So many feelings of helplessness, lonliness, failure, wanting to hug the issues away but knowing more was needed, watching someone take your baby away and not being able to go as well. Currently still looking for help. Have been warned of "you will be charged with Child Abandonment if you do/not do xyz" while literally was asking for help and doing a full-time job's worth of effort to find resources; more than "let's see what we can do to help as we are the professionals who work in this field and have contacts." If we don't find help then we risk getting in trouble for not keeping the other kids/people safe which would be child endangerment and we could be charged as well. D*mned if you do. D*mned if you don't. But no worries there are resources out there if you were to have asked. (That was sarcasm.) "Why didn't they get the kid help before this?!" No one wants to hear how help was actively being sought but they were turned away or denied or asked to pay thousands a DAY as insurance wouldn't cover it. Not many people can afford to buy a brand new car every month while still paying for last months brand new car and preparing to buy another new one next month.

After watching this video I did some searching for news follow up and Virginia law and their practices with carrying out an emergency psychiatric evaluation order (called a TDO in VA). Couldn't find anything definitive, but seemed to say a physical health evaluation was required before admittance to a psychiatric hospital. In my many dealings with emergency evaluations (all in Maryland), most of them court ordered after filing a petition requesting them, the court order was given to the county police who then carried it out. He was always taken to the nearest hospital emergency room where he was checked physically with basic health evaluation, including urine sample to check for any drugs, and also by psychiatric personnel. They review his current mental state and the behavior reported that caused the judge to issue the emergency eval order. Then they would find where there was a bed available at a psychiatric facility and transfer him there. There were times there were NO beds available anywhere and he would stay at the ER until they can find one. Showing up directly at a psychiatric facility with a court order just wasn't done. And I wondered at the manner in which this order was carried out in this video, by just showing up at their door the way they did. Regardless, the officer should have never left ANYbody, let alone a juvenile, who was under a court ordered emergency eval standing outside the locked doors of a psychiatric facility. Period!

If the staff are violating a court order, the correct course is to arrest the staff member. The fact that this would probably involve lots of lawyers, the media, and mountains of paperwork is why this correct procedure was not followed. If you or I violated a court order, we would be in handcuffs.

The lady at the hospital was certainly not violating the court order in any way. The court order the policeman was waving around only covered the initial detention, supervision, transfer and 'handover of care' to the medical facility. The lady at the hospital clearly explained that she could not accept care of the patient on her own and that a colleague was coming in to assist. The child therefore remains in the policeman's legal care until the point at which the hospital accepts transfer of care from the policeman. As soon as the policeman removed himself from the child's care he was himself breaching the court order, committed dereliction of duty and is certain to face a disciplinary process. It would have been illegal for the lady to initially accept care of the child directly from him as she was unqualified to do so. However, as soon as the policeman decided to abandon the child and leave him unsupervised this allowed the lady to let the child enter the building at her own risk under hospital protocol. I hope this explanation makes sense - it is why the policeman is more likely to be in handcuffs and definitely not the lady at the hospital who acted appropriately throughout this incident. I have worked in both juvenile and adult Mental Health Services for many years dealing with compulsory and voluntary admissions and we usually try to use ambulance services for patient admissions as they know what they are doing.

And in the ER you can wait in the waiting room, hooked up to an IV, waiting for as much as 24hrs for an ER or hospital bed because a mental patients are waiting for mental health beds...they can be there for days, until they get a bed, walk out, or simply released. The nurse or mental health worker fked up. Cops are only obligated to serve orders or junctions; not to babysit. Once the female worker saw the child and saw the order in hand; she had to comply. If she just left the kid hanging; she is now liable since the Cop already informed the female worker as well as all supervisors in charge. No matter who you are whether a government worker, Private store owner, public worker, garbage man, teacher, etc; if you are handed a lawfully court order to enact a specific task then you must comply. Doing so is obstruction of justice. The nurse lady will be 100 percent FIRED and not the nurse supervisor since the nurse supervisor is going to save her own butt instead of the low level female nurse.

A minor cannot be left that way, technically unsupervised. The facility didn’t accept him yet the cop left. He didn’t communicate to the boy at all, just walked out. If this judge was shown this video, that officer would be held in contempt of my court because he didn’t come close to “doing his job.” He is the agent of the state, into whose temporary custody the child has been placed. He’s lucky he isn’t charged for abandonment or neglect so say nothing of professional charges like failure to discharge duties properly. The cop was exhibiting a lot of behavior that suggests he was in some sort of altered mental state. My work history and experience in the recovery / mental health field tells me it's highly likely the officer had acute benzo intoxication. It makes a lot of sense, because a large portion of law enforcement officers are prescribed anxiolytics like Xanax and Klonopin due to the nature of the job. I'm not going to assume he has a prescription drug problem, but I'm almost certain the way he's acting is caused by an excessive amount of CNS depressants.

The officers supervisor should have been requested to come out and take over, that releases the officer from something like this happening and the Supervisor then has to deal with it, go up the chain of command. As a Mother to a child who's been hospitalized twice, this broke my heart. Bless this poor babies heart. I had my fair share of MHI (mental health institutions) One of the worst of the worst is in Leesburg, VA called North Springs. You may have seen me go viral over the fight I took to get my child out of that facility. How it is still in operation is beyond me. Thankfully, SW VA ERs have taken that facility OFF their transfer list due to us! My God, the LEO just left that boy 😳😲 If that was my child, I would have flipped out! Also, If I was thay child I most likely would have bolted when he left.

This is a perfect example of why we have so many mentally ill patients in our streets. Facilities don’t have room, police don’t have time, and unfortunately, the patient is the only one who suffers. I don’t know the answer but I know what happened here isn’t part of it. Until these peoples families take some responsibility, it’s just going to get worse. I'd say in almost all cases, their families have tried everything they can to responsibly deal with the "burden" of their child or loved one's mental health problems - but they are not trained mental health professionals. I speak as someone who has personally dealt with my adult child with mental health problems; I had to set boundaries and could no longer accept her behavior when living with me, yet I was worried sick every day when she was on the streets &/or couch surfing at times that she wouldn't or couldn't get into an inpatient facility - and there is a huge lack of them that will accept patients on medicaid/public aid. You sound like you have not had the burden of having to personally go through this & are just passing judgment saying you think most families don't want to deal with it & rather let them live on the streets. As a parent who has gone through it, I can attest it is a living nightmare and is very detrimental to the nuclear and even extended family.

@@playhooky perhaps you misinterpreted my response but I wasn’t judging anyone. You also assumed I have never dealt with someone in my family having mental health issues which is incorrect as well. When you say that families are not “healthcare professionals” you’re correct. A family would typically know much more about the patient than a healthcare professional could ever hope to. I get that it’s tough on a family unit, i do. But, There are a lot of free programs out there designed to help families cope and some that are willing to come to you and work inside the home. I know because I’ve been through a lot of them over the last 25 years. Oddly enough, I was the only one in attendance for most of them. Look I’m not passing judgement or professing to know all the answers. Like I said- I just know that what happened here is wrong on a lot of levels.

I dealt with this too except my abusive parents had me thrown in a mental health facility by lying claiming I was suicidal. I had never experienced that at all, just got tired of their abuse and I would usually fight back verbally. I didn’t mind being put in the facility because it gave me a break from the abuse, unfortunately it was only a week. I had even told teachers and called CPS and no one would rescue me.

My parents kicked me out at 14 and sent me to a mental health "treatment" facility after they abused me for years and got tired of me. I was abused further, and nearly brainwashed at that facility and I was there 4 years before I turned 18 and left. I truly feel for this kid because these places proclaim to help but usually end up screwing up kids worse than if they'd stayed at home and had a private doctor. As a former LEO this officer should have stayed with his ward the entire time until that door was opened and he was let inside. I'm freaking dumbfounded at how this played out.

In my book, it was abandonment, pure and simple. The facility couldn't accept him, the department said too bad, so even if the building was burning to the ground he had to be accepted by the now enslaved facility. Since they were at loggerheads, he left a minor child in an unsecure location and called it a job well done, but the law rightfully calls abandonment. The lawless enforcement officer's reasoning is, there's a chair right there. If there are no rooms, he's expected to live on a chair. And people wonder why some want to defund such lawless groups!

I've work as a nurse for over 25 years, many of those years in psych/mental health. And I have never seen an intake like that. Anytime anyone is admitted to a locked facility your have to have a court order. You can be admitted by a DR. but you must get a court order within 72 hours. There are 2 reasons why someone is admitted to a locked mental health facility. The keyword being "locked". One is that you are a danger to yourself, the other is you are a danger to others. Unfortunately, because the patient is a juvenile it is possible that the parents could have influenced the judge in order to get him to sign the court order. I am not saying that is what happened here, just that it does happen. I am assuming that is what the paperwork was (a court order), although I have never quite put the way the officer in the video put it. Regardless, when a Judge does issue a court order to be detained in a mental health facility, there are coordinators that call the facility to make sure there is a bed available and to give an ETA so the nurse can schedule her work in order have time to do an admittance, and a nurse evaluation. It should have been in the officers training that you can't leave someone going into a locked facility alone. It was obviously his first time performing such a duty. So someone should have also told him before hand. As for whoever answered the door she was obviously some untrained person hired because they were understaffed.

The only thing the officer did that he shouldn't have done was to leave the kid in an unsecured area, but that wasn't his fault. I've been through this before and what the lady at the hospital could've been was simply a secretary or some other type of help and she doesn't have the authority to admit this kid. It's OBVIOUS that there is a HUGE breakdown in procedures regarding intake for court ordered holds. If that lady isn't qualified to provide actual care of the patient, that can put LE and the hospital in danger if something happens to him. If he wanders off and gets hurt or commits another offense, the LE is liable. It's really a bit of a nightmare when agencies don't communicate with each other. By the time a parent turns to court for help with their kids, they are desperate, scared and realize they're in over their heads. By the time you're putting them in a hospital, you're broken 💔 and close to crazy yourself. Imagine if they had to call people like that and tell them we misplaced your kid 😳 not good. They need to iron out their procedures before someone gets really hurt

People are blaming the Officer leaving the minor teen there between 2 door areas, but you have to look at this situation differently. It was the facility's staff member that was ignoring the court order of accepting the teen into the secured building & was "passing the buck" by refusing the teen. At the same time, yes the Officer left the teen in the building, but he did NOT leave the facility's grounds & has a visual on the entrance door.
