No one knows unfortunately. But it's a lot lower than blueprint drop. Some got it few times, some still haven't got it till now. Depends on luck.

Does summoning jellyfish fixed ct effect by this purple relic? And is this best purple to get for slayer?

Should be. I haven't fully unlocked 80% of the relic to activate the effect yet. For now I prefer VCT and/or anti-hiding relic. VCT mostly useful against debuff from CM, AB, Gene, or strip.
