Because 1 - making trailers takes time, and making flatbeds which need visible 3D models to represent each cargo takes much more time; and 2 - SCS Software might not want to make a generic ballast trailer before they've managed to sort out a deal for a licensed one. Especially since their "generic" heavy haul trailer used in the Special Transport and Heavy Cargo DLCs is apparently a Goldhofer with no logos. (Mercedes almost sued them over something similar, because on launch they didn't have a license for Mercs and so just changed the star into a + and called them "Majestic".)
